    The City of Moscow; the Moscow Arts Commission; and the Latah County Library District are hosting FREE community workshops to prepare for the creation of the new public art at the Moscow Public Library.     The Palouse Choral Society Chamber Choir will perform two concerts of music from the African American spiritual tradition in early March.
